Sundar Committee on Road Safety Traffic Management is an expert committee under the chairmanship of Shri S. Sundar, Distinguished Fellow, The Energy and Resources Institute (TERI) and former Secretary of the then Ministry of Surface Transport, Government of India. It was established to provide structural recommendations and function-related advice for the Directorate of Road Safety and Traffic Management. As around 60 to 65% of fatalities occurred on roads other than the national highways, the Committee resolved to address road safety for all types of roads, including rural roads, district roads, state highways, and national highways.

Sundar Committee Road Safety Traffic Management is important for the UPSC IAS exam as it was in news recently and it also covers a significant part of the General Studies Paper-2 Syllabus and General Studies Paper-3 syllabus. In this article, we shall study in detail Road Safety Issues in India, the National Road Safety Policy, the current scenario on road safety and Other Road Safety Programmes in India.

Sundar Committee on Road Safety and Traffic Management

In order to consider and recommend the formation of a specific body for road safety and traffic management, the Government established a Committee in 2005, which was headed by Shri S. Sundar.

  • The Committee was then asked to develop a draft National Road Safety Policy for the Government’s consideration.
  • The Committee recommended a draft National Road Safety Policy after submitting its findings in February 2007
  • According to the Sundar Committee, there is no central government agency in charge of overseeing road safety, nor is there any district-level decentralised authority.
  • The Sundar Committee drew attention to the fact that India lacks an accident-cause investigation department with the necessary technical expertise.
  • As around 60 to 65 percent of fatalities occurred on roads other than the national highways, the committee resolved to address road safety for all types of roads, including rural roads, district roads, state highways, and national highways.

Constitution of the Committee
  • The Ministry of Road Transport and Highways was instructed to submit a note to the Empowered Committee of Secretaries on January 13, 2005, requesting the establishment of a Directorate of Road Safety and Traffic Management and the necessary amendments to the traffic laws by the Cabinet Committee on Infrastructure, which is chaired by the Prime Minister.
  • An expert committee was afterwards established to recommend an organization’s structure and provide advice on its purpose and activities.
  • Its chairman was Shri S. Sundar, Distinguished Fellow at The Energy and Resources Institute (TERI) and a former Secretary of India’s then Ministry of Surface Transport.

Road Safety Issues in India

The problem of road safety is multifaceted and multidimensional. It includes the creation and maintenance of road infrastructure, the production of safer automobiles, legislation and law enforcement, mobility planning, the delivery of healthcare and hospital services, the protection of children, urban land use planning, etc.

National Road Safety Policy

On March 15, 2010, the Union Cabinet approved the National Road Safety Policy based on the recommendations of the Sundar Committee. The National Road Safety Policy describes the policy measures that the Government will develop or undertake at all levels to enhance the nation’s road safety initiatives.

The National Road Safety Policy is listed below:

Preamble


The Preamble is a part of the National Road Safety Policy which was based on the recommendations of the Sundar Committee.

  1. The Government of India is deeply concerned about the growth in the number of road accidents, injuries and fatalities in recent years. It recognizes that road accidents have now become a major public health issue, and the victims are mainly the poor and vulnerable road users.
  2. The Government of India further recognizes that as road accidents involve roads, motor vehicles as also human beings, road safety needs to be addressed on a holistic basis. It also recognizes that regardless of jurisdictions, the Central and State Governments have a joint responsibility in reducing the incidence of road accidents, injuries and fatalities.
  3. In the light of this, the Government of India, through this National Road Safety Policy, states its commitment to bring about a significant reduction in mortality and morbidity resulting from road accidents.

Policy Statements

The Government of India has issued a policy statement on Road Safety Policy and is working on the following in order to significantly improve road safety:

Raise Awareness about Road Safety Issues The government will step up efforts to raise public understanding of the numerous components of road safety, the social and economic effects of traffic accidents, and what can be done to stop the growing threat of traffic accidents.
Establish a Road Safety Information Database To enhance the quality of crash investigations and data collecting, transmission, and analysis, the government will offer assistance to local organisations, Union Territories, and States. For the purpose of maintaining this activity and establishing policy guidelines, a national road safety information system will be set up.
Ensure Safer Road Infrastructure The Government will take action to revise safety requirements for rural and urban road design standards and bring them into compliance with global best practices while taking Indian traffic conditions into consideration. It will be encouraged to continue using Intelligent Transport Systems (ITS) within a national framework to create a secure and effective transportation system
Safer Vehicles To reduce the negative safety and environmental effects of vehicle operation on road users and infrastructure, the government will take steps to ensure that safety features are built into the design, manufacture, usage, operation, and maintenance of both motorized and non-motorized vehicles in accordance with international standards and practices.
Safer Drivers The Government will strengthen the system of driver licensing and training to improve the competence and capability of drivers.
Safety of Vulnerable Road Users All road facilities, whether rural or urban, will be properly designed and built with the needs of non-motorized transportation, the weak, and the physically handicapped in mind. In this regard, the government will try to educate municipal planners, architects, and highway and traffic engineers on “best practices.”.
Road Traffic Safety Education and Training Through education, training, and advertising initiatives, the general public will become more knowledgeable and aware of road safety. Schoolchildren and college-bound students will also get road safety education, and community-wide road safety behaviours will be promoted through media campaigns.
Emergency Medical Services for Road Accidents The government will make every effort to guarantee that everyone hurt in vehicle accidents receives prompt, efficient trauma care and management. The provision of rescue operations, the administration of first aid at the scene of an accident, and the transportation of the victim from the accident site to a local hospital would be among the primary duties of such a service.
Enforcement of Safety Laws To ensure the efficient and uniform application of safety legislation, the government will take the necessary steps to support various states and other governments in strengthening and improving the quality of enforcement.
HRD & Research for Road Safety The government will encourage increased involvement in programs of road safety research by designating priority areas, providing enough financing for research in those areas, and creating centres of excellence in research and academic institutions.
Strengthening Enabling Legal, Institutional, and Financial Environment for Road Safety The government will take the necessary steps to guarantee that the necessary institutional, budgetary, and legal framework for road safety is further enhanced and that a system is in place for the efficient coordination of all relevant parties
Implementation Strategy A National Road Safety Board and National Road Safety Fund will be established by the government to monitor matters relating to road safety and develop practical plans for carrying out the Road Safety Policy and finance road activities through the allocation of a certain percentage of the cess on gasoline and diesel respectively.

Current Scenario of Road Safety
  • Despite commitment and efforts, road accidents remain a major cause of death, disabling conditions, and hospitalization in India.
  • India is top among the 199 countries in terms of the number of fatal road accidents, and it is responsible for over 11% of all accident-related deaths worldwide.
  • In India, there were 449,002 accidents in total in 2019 which resulted in 151,113 fatalities and 451,361 injuries.
  • The number of accidents fell by 3.86% in 2019 compared to the previous year, while the number of accident-related fatalities and injuries fell by 0.20 and 3.86% respectively.
  • Road fatalities and other accident-related deaths are more of a rural phenomenon than an urban one. Thus, in 2019, 32.9% and 67.1% of all fatalities occurred in urban and rural areas respectively.
  • Among the more than a million cities, Delhi continues to be the city with the most fatalities in 2019, followed by Jaipur, Chennai, Bengaluru, and Kanpur.
  • The State of Tamil Nadu recorded the highest number of road accidents in 2019.
  • In Uttar Pradesh in 2019, most people were killed in traffic accidents.

4 4 ‘E’s Strategy The Ministry has formulated a multi-pronged strategy to address the issue of road safety based on 4 ‘E’s viz. Education, Engineering (both roads and vehicles), Enforcement and Emergency Care.
5 Motor Vehicles (Amendment) Act 2019 In 2019, the government modified the Motor Vehicles (Amendment) Act. One of the main Acts the government uses to regulate traffic safety is this one.

A National Road Safety Board was to be established under the Act to advise the government on managing roads and traffic.

6 KS Radhakrishnan Panel on Road Safety To ensure adequate safety standards in the design, construction, and maintenance of roads, state governments are required to perform a mandatory audit on road safety.

Educating the public about insurance plans, road safety regulations, etc.

Providing victims with prompt and adequate recompense.

7 Vehicular Engineering Measures  Front and side crash tests for new automobile models in 2017.

For new car models, the government instituted pedestrian protection regulations. In October 2018, it went into effect.

Both airbags and a speed warning gadget must come standard on new cars travelling more than 80 kilometres per hour

8 Road Accident Data Management System (RADMS) in Tamil Nadu Each police station might be given a portable GPS unit so that officers could enter information at the actual scene of the accident.

The system might be connected to medical centres to provide accident victims with prompt care. This kind of national accident database might significantly increase road safety throughout the nation

9 Road Safety Slogans Various road safety slogans like “Drive Safe”, Drive Carefully etc are being initiated to maintain awareness of road safety.
