The Preliminary Examination consists of a General Studies paper with multiple-choice questions, lasting two hours with a total of 150 marks. To qualify, candidates must secure a minimum percentage of marks in each subject, with General Hindi requiring at least 30%. Successful candidates from the Prelims will need to fill out a separate online application for this stage, and non-language subjects can only be answered in Hindi, English, or Urdu.

During the interview, candidates must clearly indicate their preference for service or post, as any unmarked preferences will not be considered later. Following the interview, candidates are required to undergo a health check conducted by a medical board, which incurs a nominal fee of ₹16.
