The National Biopharma Mission (NBM) is a joint mission between the government and industry to accelerate the development of biopharmaceuticals in India. The mission was launched in 2017. The task is focused on four areas: vaccine development, biosimilars, medical devices, and diagnostics. The mission aims to make India a global leader in biopharmaceuticals by 2030. The mission has already made significant progress, with several new biopharmaceutical products in development. The mission is expected to majorly impact the Indian healthcare system, making it more affordable and accessible to all. The Innovate in India (i3) program is a collaborative initiative between the Department of Biotechnology (DBT), the World Bank, and the Biotechnology Industry Research Assistance Council (BIRAC).

Dr Jitendra Singh, Union Minister of State for Earth Sciences and Science and Technology, stated that the bioeconomy will be critical to India’s future economy over the next 25 years.

The Union Minister stated in July 2022, when releasing India’s Bioeconomy Report 2022 that India’s Bioeconomy will reach $300 billion US dollars by 2030, up from 80 billion US dollars in 2021.

Supporting 101 pan-India projects in the Biopharma sector has led to a growth in employment opportunities. These projects have employed 1,065 individuals, with 304 of them being scientists or researchers. Additionally, the mission is actively contributing to the enhancement of human capital by offering specialized training programs designed to address crucial skill gaps, particularly aimed at strengthening product development.

What is the National Biopharma Mission?

The National Biopharma Mission is an industry-academia cooperation mission. It is led by the Department of Biotechnology (DBT) in collaboration with the World Bank to accelerate biopharmaceutical discovery research and early development. The NBM Programme is a Pan-India Program. It aims to make India a hub for the design and development of novel, cost-effective biopharmaceutical products and solutions. The NBM Programme was established to carry out the National Biotechnology Development Strategy commitments made by DBT and to support other significant national missions like “Make in India” and “Start-up India.” The Union government approved the National Biopharma Mission for a total implementation cost of $250 million. The World Bank providing 50% of the funds as loan assistance. Under the NBM Programme, the Innovate in India (i3) Programme aims to create an enabling ecosystem to promote entrepreneurship and indigenous manufacturing in the biopharma sector.

Launch

The Union Ministry of Science and Technology launched the National Biopharma Mission under the Department of Science and Technology in June 2017.

Controlling Ministry

The NBM Programme or Innovate in India (I3) Programme is controlled by the Biotechnology Industry Research Assistance Council (BIRAC) under the Department of Biotechnology, Ministry of Science and Technology, Government of India.

The Vision of the National Biopharma Mission

The vision of the National Biopharma Mission is to facilitate and nurture an ecosystem to advance India’s pharmaceutical technological and product development capabilities to an internationally competitive level over the next decade, as well as to transform the health standards of the Indian population.

About Bio-Pharmaceuticals

Biopharmaceuticals are complex medicines derived from living cells or organisms and are frequently created using cutting-edge biotechnological techniques. Currently, a wide range of biopharmaceuticals is used as therapeutic agents, such as vaccines, whole blood (or blood components), hormones, cytokines, cell therapies, gene therapies, enzymes, allergenic, monoclonal antibodies, immunosera, antigens, tissues, and items made from recombinant DNA. Human insulin was the first recombinant biopharmaceutical approved for treating diabetes in the United States in 1982.

Objectives of the National Biopharma Mission

The NBM Programme has been authorized to pursue the following objectives:

  • To develop biopharma products from leads at an advanced stage of the product development lifecycle.
  • To develop biopharma products such as vaccines, biotherapeutics, medical devices, and diagnostics.
  • To create a favourable environment for India’s technological and product development capabilities in biopharmaceuticals.
  • To establish and strengthen shared necessary infrastructure for product validation and development.
  • To develop human capital by providing targeted training to address critical skill gaps throughout the product development supply chain.
  • To develop and improve technology transfer and intellectual property management capacity and capabilities.

Innovate in India i3 Programme.

The Innovate in India (i3) program is a government initiative within the NBM Programme, aimed at fostering entrepreneurship and domestic biopharmaceutical production through collaboration between academia and industry. BIRAC, the Biotechnology Industry Research Assistance Council, is responsible for implementing the i3 program, and it is open to all biopharmaceutical entrepreneurs.

This program aims to establish enduring partnerships between industry and academia, bolstering the entrepreneurial ecosystem. Innovate in India (i3) will have a specific focus on the production of new vaccines, bio-therapeutics, diagnostics, and medical devices to address the increasing disease burden in India.

Additionally, it seeks to connect previously isolated centers of excellence, enhance regional capabilities, and expand the existing bio-cluster network in terms of capacity, quantity, and output quality.

Major activities of the National Biopharma Mission

The major activities under the NBM Programme are as follows:

  • Specific Product Development
  • Building Shared Infrastructure
  • Building & strengthening domain-specific knowledge and management skills

Specific Product Development

Under the category of “Specific product development,” three products are being created, namely:

  • Vaccines: The vaccine component of the NBM Programme is focused on accelerating vaccine development for complex, emerging, and high-priority infections in India, such as Covid-19, BCG, Flue, dengue Chikangunia, and others.
  • Biotherapeutics: The Biotherapeutics component of the NBM Programme is focused on developing biosimilar products (therapeutic proteins and monoclonal antibodies) such as novel cell lines, biosimilar clones, and biosimilars at various stages of development.
  • Medical devices and diagnostics: The medical devices and diagnostics component of the NBM Programme is focused on developing core technologies that provide accessible domestic alternatives to the market’s current foreign brands.

Building Shared Infrastructure

The NBM Programme is actively working to establish an environment allowing India to develop products at a reasonable cost. The following facilities are supported by building shared infrastructure:

  • Good Laboratory Practice (GLP): Compliant facility for biotherapeutics analytical characterization.
  • Good Clinical Laboratory Practices (GCLP) facilities for clinical immunogenicity.
  • Good Manufacturing Practices (GMP): Manufacturing facilities for biotherapeutics (microbial and mammalian).
  • Manufacturing of lentiviruses for cell therapy.
  • Rapid prototyping facilities for medical devices and diagnostics.
  • Electrical safety testing of electronic medical devices using EMI and EMC facilities.
  • A large animal facility for implantable medical device testing.

Building & strengthening domain-specific knowledge and management skills

The following initiatives are aimed at developing and strengthening domain-specific knowledge and management skills:

  • The NBM Programme supports training and workshops as part of its mandate.
  • The workshops covered clinical research, regulatory compliance, technology transfer, biopharmaceuticals, and medical devices.
  • Additionally, Several more workshops are planned as part of the National Biopharma Mission.
  • The NBM Programme supported the training, with an estimated 37.12% of the participants being female.
  • Approximately 644 candidates have been trained thus far, with 46.89% female representation in 2020-21.
