The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services was first conceptualized in 2010. However, it was formally established on 21 April 2012. It enhances the science-policy interaction for ecosystem services and biodiversity. It has a view towards the preservation and responsible utilization of biodiversity, long-term human well-being, and sustainable development.

What is the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES)?

IPBES stands for Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. It is an independent intergovernmental body established by member states in 2012. It provides policymakers with assessments of the state of biodiversity and ecosystem services. 

Background on IPBES

  • IPBES was formed in 2012 by many countries at a UNEP Plenary meeting.
  • It strengthens the science-policy interface for biodiversity and ecosystem services. This is for the conservation and sustainable use of biodiversity, long-term human well-being, and development.
  • IPBES provides a platform to combine knowledge from many areas. This helps policymakers make effective policies on biodiversity loss and ecosystem degradation.
  • It does many things like:
    • assessments of knowledge, 
    • policy support tools, and 
    • capacity-building programs.
  • IPBES is open to all UN member states. Currently, 138 member states guide its work and make decisions.
  • A Multidisciplinary Expert Panel (MEP) and technical panels do specific work according to the work program.
  • The IPBES Secretariat is situated in Bonn, Germany. It supports IPBES's activities and provides technical, scientific, and administrative support.

Objectives of IPBES

  • One of the main objectives of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) is to provide governments, the private sector, and civil society with policy-relevant knowledge and to catalyze the implementation of knowledge-based policies. As a result, better policy decisions and actions can be made based on the information that is currently available at the local, national, regional, and global levels.
  • Assessments on a regional and global scale, assessments of methodological themes like “Pollinators, Pollination, and Food Production,” and evaluations of evaluation techniques like “Scenarios and Modeling” (such as “Global Assessment of Biodiversity and Ecosystem Services”).
  • Finding suitable policy-relevant procedures and tools, making them usable, and encouraging their development are all ways to support them.
  • Building Capacity & Knowledge: Determining and resolving the highest priority data, knowledge, and capacity needs of our member states, experts, and stakeholders.

Organizational Structure of IPBES

Plenary

The Plenary Meeting takes place once a year. The Executive Committee of the IPBES has representatives from all the member states.

Observers

The IPBES has observers from the Convention on Biological Diversity and also from other UN Organizations, biodiversity-related organizations, agreements and groupings.

Bureau

The bureau, which is in charge of managing the group’s administrative procedures, is made up of the IPBES Chair, four Vice-Chairs, and five other delegates.

Multidisciplinary Expert Panel (MEP)

The Multidisciplinary Expert Panel (MEP), which is in charge of all the technical and scientific activities of the IPBES, is made up of five experts from each of the five UN zones.

Stakeholders

Stakeholders include the IPBES member nations' representatives and other related organizations.

Expert Group and Taskforce

Selected scientists and subject knowledge specialists collaborate to accomplish IPBES assessments and other deliverables.

Secretariat

Helps the Plenary, Bureau, and MEP complete the administrative tasks given to the Platform in order to keep IPBES running efficiently. It includes the Technical Support Units. It is led by the IPBES executive secretary.

Conceptual framework of IPBES
  • The Plenary of the IPBES mandates the creation of a well-defined framework so that the objectives and functions of the IPBES are fulfilled efficiently.
  • The framework helps all the stakeholders of the IPBES to better align their efforts with the objectives of the organization.
  • In its Resolution IPBES – 5/1, the Plenary has declared that all the major assessments of the organization will now be focused on how people can benefit from nature.
  • The phrase “nature’s advantages to people,” which was first employed in the conceptual framework, has been replaced by the concept of “nature’s contributions to people.”
  • The Conceptual Framework of the Organization aims towards the creation, execution and evolution of the workgroup while also supporting the analytical approach of the organization.
  • This will also help in promoting the mutual sense of understanding between various stakeholders and member nations.

Six interrelated components that function at diverse temporal and spatial scales make up the social-ecological system that serves as the conceptual foundation of the Platform.

Role of IPBES
  • The new Sustainable Growth Goals must be met in order to realize biodiversity and the advantages humans derive from nature, which are at the foundation of almost every aspect of human development.
  • They aid with food production, water purification, climate management, and other things in addition to avoiding disease.
  • In order to provide knowledge that is relevant to policy making and to promote the adoption of knowledge-based policies at all levels of government, business, and civil society, the IPBES is unique in that it draws on the top experts from all scientific fields and knowledge communities.

Key Findings of the IPBES Assessment Report

Some of the major findings of the IPBES report include the following:

  • Around 70% of the world's poor population depends directly on wild species for food, income, and livelihood.
  • The use of wild species is an important source of income for millions of people worldwide.
  • About 34% of marine fish stocks are overfished, while 66% are fished sustainably. However, there are significant local variations.
  • Unsustainable logging threatens 12% of wild tree species. Unsustainable gathering also threatens plants like cacti, cycads, and orchids.
  • Unsustainable hunting has been identified as a threat to 1,341 wild mammal species.
  • Rural people in developing countries are most at risk from the unsustainable use of wild species. This is due to a lack of alternatives.
  • Certain species have cultural importance. Exploitation due to cultural norms is also high.
  • Landscape changes, climate change, pollution, and invasive species are impacting wild species distribution.
  • Illegal trade in wild species has grown significantly and is valued at up to USD 199 billion.

Recommendations of IPBES
  • Listen to and consider the opinions of all stakeholders, including indigenous peoples and local communities, when making decisions about wild species.
  • Make sure that the benefits of using wild species are shared fairly among all who depend on them and that no one is left out or unfairly burdened.
  • Encourage people to think more respectfully and responsibly about wild species and how we use them.
  • Create and enforce clear rules for using wild species to make sure they are used sustainably.
  • Address the root causes of unsustainable use, such as poverty and habitat loss. This is to protect wild species and the people who depend on them.
  • Bring together scientists and indigenous peoples to share their knowledge and develop better ways to use wild species sustainably.
  • When making decisions about wild species, think about the cultural importance of these species to different groups of people.
  • Improve fisheries management by:
    • addressing inefficiencies, 
    • stopping illegal fishing, 
    • getting rid of harmful subsidies, 
    • supporting small-scale fisheries, 
    • adapting to climate change, and 
    • working together across borders.
  • Manage forests carefully to allow for multiple uses. Develop new technologies to reduce waste in wood production. Respect the rights of indigenous peoples and local communities, including their land rights.
  • Look at examples of successful sustainable wild species use, such as the rebuilding of the Atlantic bluefin tuna population. Learn from them to improve management practices in the future.

  • IPBES has strengthened the connection between science and policy by balancing assessments, their dissemination, and their practical implementation in decision-making.
