  • This conference was organized by the National Institute of Hydrology (NIH), Roorkee, and Central Ground Water Board (CGWB) under the aegis of the Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India.
  • It was held in India from October 21 to October 24, 2019. The conference's theme was the Groundwater Vision 2030: Water Security, Challenges, and Climate Change Adaptation.

About International Conference On Ground Water (IGWC)

The conference is a collaborative effort involving the French Chapter of the International Association of Hydrogeologists (CFH-AIH), UNESCO's Intergovernmental Hydrological Programme (UNESCO IHP), and the French Water Partnership (FWP).   • The main goal of IGWC-2019 is to share knowledge about the most recent scientific discoveries and technological developments being made to protect our soil and water resources.
  • According to Prof. Manoj K. Jain, Professor & Head, Department of Hydrology, this international conference will give scientists, researchers, students, engineers, and industrial houses dealing with soil and water problems the chance to exchange ideas, identify grey areas, and investigate new approaches and technologies to better manage our finite soil and water resources.
  • This significant event, which addressed “Sustainable Management of Soil and Water Resources,” drew more than 300 attendees from India and other countries.
  • Participants in the meeting represented 17 nations, including Australia, Bangladesh, Canada, China, Cuba, Ethiopia, France, Germany, Iran, Italy, Sweden, Sri Lanka, Thailand, UK, and India.

Outcomes of United Nations Water Conference 2023

The conference's sessions reflected the complexity of today's water issues, leading to fragmented talks and no legally enforceable agreements. Instead, 713 voluntary promises from philanthropic donors, authorities, businesses, and NGOs were made. The following commitments were made during the occasion, along with examples of potential Technology:

  • The Water Action Agenda, a set of commitments, pledges, and activities that help carry out the water objectives in the 2030 Agenda for Sustainable Development, was one of the outcomes of the United Nations Water Conference 2023.
  • Water management was the subject of various suggestions for incubation platforms, including the IBM Sustainability Accelerator and specific developments in wastewater treatment or solar water treatment in distant locations.
  • Every significant expenditure must be considered in light of prospective effects. To accomplish this, simulations are frequently crucial and require a lot of input information. Sensors and satellite data were two efficient ways to generate data. 
  • The W12+ Blueprint, a UNESCO portal that includes city profiles and case studies of programs, technologies, and policies that address common water security concerns, was one helpful resource in this situation.
  • Because they cannot speak up for themselves and because infrastructure projects are created by and for strong actors in society, many individuals lack access to fundamental services. 
  • To assist women and marginalized communities understand how to exercise their rights, initiatives like the Making Rights Real program were launched.
  • The "Water for Women Fund" provided support systems for women's access to more efficient and long-lasting water, sanitation, and hygiene outcomes.
  • The conference highlighted how farmers and businesses struggle to manage water responsibly and efficiently due to a lack of incentives.
  • A step in the right direction toward effective water governance is the inclusion of environmental, social, and corporate governance in the Water Action Agenda.

Challenges According to United Nations Water Conference 2023
  • A healthy ecosystem, gender equality, decreased poverty, and created energy and food all depend on water. But there is a global water issue right now. 
  • According to Li Junhua, UN Under-Secretary-General for Economic and Social Affairs (DESA) and the conference's Secretary-General, the UN 2023 Water Conference will be a vital time to decide on coordinated action to "take action and address the broad concerns around water."
  • To maintain ongoing access to these resources, it is not enough to simply increase access to clean water and toilets. Groundwater over-abstraction, primarily caused by agricultural pumping, is a serious issue resulting in contaminated and scarce water supplies.
  • The only choice in heavily irrigated areas like Punjab or the Cauvery delta is to pump less water. Yet, doing so requires a change in agriculture policies, which calls for cooperation between many ministries and organisations.
