The Integrated Programme for Older Persons (IPOP) is a Central Sector scheme undertaken by the Ministry of Social Justice and Empowerment (MoSJE). Objectives of the Integrated Programme for Older Persons (IPOP)

The aging process is a continuous, irreversible, universal process that starts from birth until death. Old age is when one’s productive contribution decreases and tends to be economically dependent. To assist the person in old, the government has launched the IPOP scheme with the following objectives –

  • To cater to the basic needs of Older Persons, which includes food, proper shelter, and timely health care for the elderly in need.
  • To build and strengthen intergenerational relationships in this era of technology between youth and older persons.
  • To encourage active and productive ways of living in old age.
  • To start programs for providing Institutional and Non-Institutional Care to senior citizens.
  • To invest in research and Awareness Building Programmes in the field of Ageing to boost the silver economy.

Eligibility Criteria for NGOs under IPOP Scheme

Here are the eligibility criteria for NGOs under the IPOP scheme:

  • The NGO must be registered under a valid law of the state or country.
  • The NGO must have active registration under the Societies Registration Act, 1860, or the relevant State Societies Registration Act.
  • The NGO must have been working for at least two years. (This requirement is waived for State Governments/UT Administrations.)
  • The NGO must have a proper administrative structure and a Managing/Executive Committee.
  • The powers, duties, and responsibilities of the NGO must be clearly defined in writing.
  • The NGO must be fairly administered.
  • The NGO must not be operated for the benefit of any individual or group.

Working of Integrated Programme for Older Persons

The working of the Integrated Programme for Older Persons is as follows:

  • Under this program, the central government provides monetary support for the capacity building of different NGOs, Panchayati Raj Institutions (PRIs), and Urban Local Bodies (ULBs).
  • To ensure smooth functioning and administration, the government grants financial assistance to eligible NGOs and institutions to run various old age homes and daycare centers for older Persons in the country.
  • The central government allocates up to 90% of the project cost, and the rest, the respective NGO or Institution, bears 10%.
  • To avail of the benefits under this program, an eligible institution or NGO has to pass through the following procedure –
  • Submit the proposal in online mode through the administration of the state/UT government.
  • The state government will forward the proposal after checking the suitability of the proposal to the Ministry of Social Justice and Empowerment (MosJE).
  • The Screening Committee of the MoSJE will scrutinize the proposal.
  • After scrutinizing, the ministry will release the funds.

Who will benefit from the IPOP Scheme?
  • There are more than 10 crores older Persons in the country. The scheme will benefit the senior citizens of the country.
  • The scheme will benefit those older Persons who are destitute and left with no shelter. Under this scheme, old age homes will protect senior citizens.
  • The scheme will create the infrastructure for older citizens. Hence, capital expenditure will increase in the country. This will lead to job creation in the economy.
  • It will also benefit older Persons by providing them with healthcare facilities and treatment for patients of Alzheimer’s, as well as physiotherapy.

IPOP: Programmes Admissible for Assistance Under the Scheme

Under this scheme, the following programs are permissible for the grants –

  • Maintenance of Homes for Senior Citizens for both men and women, along with those under the Sansad Adarsh Gram Yojana (SAGY).
  • Maintenance of Continuous Care Homes and Homes for senior citizens who have Alzheimer’s disease or Dementia.
  • Maintenance of Mobile Medicare Units for delivering health services.
  • Physiotherapy Clinics for Senior Citizens.
  • Maintenance of Regional Resource and Training Centres (RRTCs).
  • Other programs are necessary to meet the objectives of the IPOP scheme, including implementing the objectives and provisions of the National Policy for Senior Citizens (NPSrC).

Importance of Integrated Programme for Older Persons

According to the 2011 Census, the total population of people aged 60 years and above (senior citizens) is 10.38 crore, with 5.11 crore males and 5.27 crore females. The share of senior citizens in the total population is 8.57%, based on the 2011 Census. According to a report from May 2006, this share is projected to increase to 10.70% in 2021 and 12.40% in 2026. Therefore, the government should work towards ensuring a dignified and productive life for older people in the country. The International Day for Senior Citizens is observed on October 1.

  • The IPOP scheme has helped to improve the quality of life for millions of older persons in India. It has provided them with a safe and secure place to live. They can get ready access to healthcare, and opportunities to learn and work.
  • The IPOP scheme has helped to reduce poverty among older persons. It has provided them with financial help and training opportunities. This has helped them to become more self-reliant.
  • The IPOP scheme has helped to increase the social inclusion of older persons. It has created awareness about the rights and entitlements of older persons. It has provided them with opportunities to take part in community activities.
  • The IPOP scheme has helped to improve the health of older persons. It has provided them with access to healthcare. It has also promoted healthy aging through programs such as yoga and meditation.

Other Relevant Schemes for Elderly Persons in India

The central government is implementing various schemes for the welfare of our senior citizens. Some of the recent initiatives and relevant schemes for the elderly Persons in India are given below:

Rashtriya Vayoshri Yojana (RVY)

It was launched in 2017 as a central sector scheme by the Ministry of Social Justice & Empowerment. Under this scheme, assistive devices like hearing aid machines, Walking Sticks, etc., are provided to seniors with age-related disabilities. This scheme covers those Below Poverty Line(BPL) and senior citizens with monthly incomes up to only Rs. 15,000.

Indira Gandhi National Old Age Pension Scheme (IGNOAPS)

It was first started in 1995 as a centrally sponsored scheme under the National Social Assistance Programme (NSAP). It was renamed to the present form in 2007. Under this scheme, monthly monetary assistance of Rs. 200 is provided to senior citizens of 60-79 years of age and Rs. 500/- to senior citizens of 80+ years. The Ministry of Rural Development is the implementing ministry of this scheme.

Pradhan Mantri Vaya Vandana Yojana (PMVVY)

It was launched in 2017 by Union Finance Minister Mrs Nirmala Sitharaman. Initially, it was launched only three years later. In May 2020, Union Cabinet extended the PMVVY scheme for another three years till March 2023. It is a retirement cum pension scheme that assures a monthly pension for 10 years on the investment.

Vayoshreshtha Samman

It is a national award for individuals, institutions, or organizations nationwide. This award was started by MoSJE in 2005 and later, in 2013, upgraded to a national award. It is given annually in 13 categories in working for the cause of senior citizens. These awards are given on 1st October on International Day of Older Persons.

Constitution and Legal Provisions related to Older Persons

Directive Principles

  • Article 41 – Under this article of DPSP, the State should make effective provisions for securing the right to work, right to education, and right to public assistance in the condition of unemployment, old age, sickness, disability, etc.
  • Article 46 – The state should promote the educational and economic interests of Scheduled Castes(SCs), Scheduled Tribes(STs) and other weaker sections of the country.

Criminal Procedure Code(CrPC)

  • Section 125 – According to this section of CrPC, elder parents in their old age can claim maintenance from their children.

Maintenance and Welfare of Parents and Senior Citizens Act, 2007

  • This act legalizes the provision to maintain parents or senior citizens of the family as children’s duty.

Way Forward
  • The care and well-being of older citizens are the obligations of the governments and non-government authorities.
  • We must focus on the protection of already existing social support systems/traditional social institutions such as family and kinship, neighbourhood bonding, community bonding, and community participation for the welfare and care of the elderly, and kin should show sensitivity towards elderly citizens.

The Integrated Programme for Older Persons is a central sector scheme that aims to improve the quality of life of Senior Citizens living in the country. It improves the lives of older Persons by helping them with health care, old age homes, etc.
