AICTE stands for the All India Council for Technical Education. It was established in November 1945. It is a national-level apex advisory body that carries out surveys for technical education and is also responsible for promoting development in the country in a coordinated and integrated manner. AICTE works under the supervision of the Department of Higher Education, Ministry of Education. Technical education includes Engineering, technology, management, architecture, town planning, pharmacy, applied arts & crafts, hotel management, and catering technology .It is also assisted by 10 Statutory Boards of Studies. The statutory bodies are listed below.

What is All India Council for Technical Education (AICTE)?

AICTE stands for the All India Council for Technical Education, serving as the statutory body and national-level council for technical education in India. Established in November 1945, AICTE aims to enhance the development of the education system in the country. Initially an advisory body until 1987, it obtained statutory status through a parliamentary Act, empowering it to function more effectively. AICTE holds the responsibility of accrediting postgraduate and graduate programs in specific technology categories for Indian institutions. Notably, AICTE differs from UGC (University Grants Commission) in its focus on accrediting technical education, while UGC deals with non-technical education in India.

Composition of All India Council for Technical Education (AICTE)

All India Council for Technical Education is a multi-member organization that is appointed by the central government. Ir comprises a Chairman, a Vice-Chairman, a member Secretary and three other members of the Administration Bureau, Approval Bureau and Finance Bureau.

Tenure of the Members of the Council

According to the AICTE Act, 1987, the Executive Committee is reconstituted for a period of three years with effect from 29th September 2021. The initial term of office for a member other than an ex officio member of the Council is five years, then followed by three years.

Meeting of the AICTE

The Council shall hold its meetings at such times and locations, and shall conduct its business in accordance with the rules of procedure (including the quorum at such sessions) that may be prescribed by regulations: As long as the Council meets at least once a year. The Chairman, or the Vice-Chairman in his absence, will preside over meetings of the Council. If for any reason the Chairman or the Vice-Chairman is unable to attend any meeting of the Council, then any other person chosen by the attendees to the meeting will serve as the chairman of the meeting.

The functions of the executive committee are assigned by the AICTe. The Chairman of the Council and the Member-Secretary of the Council shall serve in the capacity of Chairman and Member-Secretary of the Executive Committee, respectively.

Regional Committee

There are four regional committees Northern, Southern, Western, and Eastern at Kanpur, Madras, Bombay and Calcutta respectively. The function of the Regional Committee is to advise and assist the Council to look into all aspects of promoting, regulating and planning technical education within the region.

  • Statutory authority for planning, formulation, and maintenance of norms & standards of technical education.

Roles & Responsibilities of AICTE

The roles and responsibilities of AICTE are listed below.

  • Preparation and compilation of Annual Report.
  • AICTE nominates on the UGC committee & AICTE expert committee regarding Central/State/ Deemed/ Private /Deemed to be University and other related matters.
  • Nomination of AICTE representatives on Governing bodies, finance committees, selection committees etc of Universities, Institutes and other Government bodies as sought.
  • AICTE is involved in the re-constitution of the Executive Committee, 8 Regional Committees and 10 All India Boards.
  • All works associated with Executive Committee and Council meetings.
  • Pursuing the Constitution of the Council with the Ministry of Education.
  • Coordination and work related to meetings of All India Boards.
  • Matters related to Distance Education, Open and Distance Learning, Professional bodies and other related tasks.
  • Matters related to Equivalence.
  • AICTE is also involved in the processing cases related to unapproved institutions

Initiatives and Schemes by the All India Council for Technical Education

AICTE has launched several initiatives and schemes to enhance technical education in India. Some of the initiatives are listed below.

Jal Shakti Abhiyan

It was launched in 2019 by the government of India, in view of the water crisis. More than 40000 engineering students were registered by AICTE with the District government so that they can participate in JAL Shakti Abhiyan activities in their respective blocks.

One Student One Tree

To reach the goal of one crore plants, AICTE-approved technical institutes were asked to conduct a plantation effort by planting at least one tree per student. Diverse tree species should be planted, with an emphasis on minimising water use in an environmentally responsible way.

Smart India Hackathon (SIH)

The Smart India Hackathon (SIH) is a national movement to give students a forum to address some of the most serious issues they encounter on a daily basis and to develop a culture of product innovation and a problem-solving mindset.

SWAYAM

The SWAYAM initiative was started by the Indian government with the goal of achieving the three fundamental aspects of education policy: access, equity, and quality. The goal of this initiative is to make the best teaching and learning tools available to everyone, even the most disadvantaged.

AICTE PG Scholarship

Scholarships of Rs. 12400 a month is given to full-time students enrolled in M.E., M.Tech., M.Arch., and M.Pharm. programmes at AICTE-approved institutions/colleges who have passed the Graduate Aptitude Test in Engineering (GATE) or Graduate Pharmacy Aptitude Test (GPAT).

AICTE Pragati scholarship for girls

Girls who demonstrate merit and are pursuing a degree or diploma at an AICTE-approved technical college are given scholarships or contingent payments. Each year, incidental scholarships totalling 10,000 rupees are awarded.

Saksham Scholarship

Diversely abled students are given scholarships or contingent financial aid when they enrol in AICTE-approved technical institutions for a degree or diploma. Each year, an incidental scholarship worth Rs. 50000 is awarded.

SWANATH Scholarship Scheme

AICTE-National Initiative for Technical Teachers Training (AICTE – NITTT)

It provides the Inductee Teachers with training in three stages.

Massive Open Online Courses (MOOCs) will be used for the first eight modules of the training programme for newly hired teachers on the SWAYAM platform through the NITTT portal, with a one-month industrial internship (second phase) and mentor-based training to follow (third phase).
