The correct answer is Frederick Whyte.

Frederick Whyte served as the first President of the new Central Legislative Assembly i.e lower house of the Imperial Legislative Council, of British India from 1920 to 1925.
This house was created by the Government of India Act 1919, implementing the Montagu–Chelmsford Reforms.
