As per clause no: 36.4.2.1 of IS 456-200,
When assessing the strength of a structure or structural member for the limit state of collapse. The value of the partial safety factor(γmo) should be taken as 1.5 for concrete and 1.15 for steel.
The factor of Safety is the ratio of the yield stress of the steel reinforcement or the concrete cube strength to the corresponding permissible or working stress.
