Ratio of total quantity of initial and final mixture is 15:11.

Ratio decrease to 15 unit to 11 unit = 4 unit.

28 liters mixture is taken out and 16 liters milk is added.

so, Change in total quantity of mixture is 28 - 16 = 12

so, 4 unit = 12, 1 unit = 3

so, final quantity of mixture is 11  × 3 = 33

Final quantity of water is 33 - 26.2 = 6.8

Quantity of milk before 16 liters milk is added = 26.2 - 16 = 10.2

so, Ratio of milk and water initially is 10.2 : 6.8 = 6:4 = 3:2

so, percentage of water initially is [ 2 / 5 ] × 100 = 40%
