From the given statements, the Venn diagram is:
        
 

I: Some scales are erasers: From the statements, we have 'all scales are pencils' & 'some pencils are erasers', but there is no relation between scales and erasers, therefore some scales are erasers is not correct. Thus conclusion does not follow. 

II: Some pencils are scales: Since 'all scales are pencils' it is safe to say that some pencils are scales. So the conclusion follows.
