Aimed at delivering justice to the families of terrorism victims, Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, has initiated an outreach programme that promises to reach the doorsteps of those who have been awaiting justice for decades. The government has termed this initiative a historic step towards acknowledging and supporting the victims’ families.
According to official data, approximately 1,200 victim families have approached district authorities seeking justice and rehabilitation. This surge in outreach followed Lieutenant Governor Sinha’s meeting with terror victim families in Anantnag on June 29, 2025, where he assured them that eligible next of kin would receive job placements within just 30 days.
LG Manoj Sinha fulfilled this promise within 15 days by handing over appointment letters to members of 40 terror victim families in Baramulla district of North Kashmir. The government of Jammu and Kashmir has stated that this process will continue until every victim’s family is rehabilitated.
“I am committed to ensuring that these families receive the justice, jobs, recognition, and support they deserve after years of suffering. It is a historic step to finally recognize and honor the thousands of innocent civilians in JK. The truth about terror victim families was deliberately suppressed. No one came to wipe their tears. Everyone knew Pakistan-backed terrorists were involved in brutal killings, but no one provided justice to thousands of elderly parents, wives, brothers, or sisters,” said Manoj Sinha.
The Lieutenant Governor further assured the public that the days when family members of terrorists received jobs while the victim families suffered are over. He said that the government is actively identifying such elements within government jobs and is committed to rehabilitating genuine victims of terrorism.
Numerous victim families shared their heartbreaking stories during the outreach event in Baramaulla. Some had lost fathers, husbands, or sons, while others had tragically lost multiple family members in a single attack.
One family member recounted, “My two uncles were killed by terrorists in 1992. Since then, we have been asking for justice. Our case has been ongoing since then, and we had not been rehabilitated. We want to thank LG Sahib for all the help.
A large number of victim families gathered in Baramulla district to meet LG Manoj Sinha. Many expressed feelings of neglect over the past three decades and shared their harrowing experiences with him.
Wajahat Farooq Bhat, Chairman of Save Youth Save Future, said “The families of terror victims from North Kashmir met with the LG. In the last three decades, around 11,000 casualties have taken place here directly due to cross-border terrorism. Until now, there was no one who would listen to them, and it is for the first time in decades that someone has come forward to hear the victim families. I must congratulate the LG for such a step. The real martyrs were always sidelined while the terrorists were made martyrs here, said Wajahat.
To further assist these families, helplines have been established in various districts to register grievances from terror victims. Authorities report receiving hundreds of complaints dating back to the 1990s. In many instances, FIRs were not registered, lands were encroached upon, and properties were demolished. The government has also decided to review cases where FIRs were not lodged.
