Delhi-NCR Air Quality Worsens: GRAP Stage-I Enforced As Dust Storm Suffocates The Capital

On May 16, 2025, the Commission for Air Quality Management (CAQM) reintroduced Stage I of the Graded Response Action Plan (GRAP) across Delhi-NCR after a significant decline in air quality. The Air Quality Index (AQI) reached 278, placing it in the ‘Poor’ category. The increase in pollution levels was primarily caused by dust-laden winds, leading to a drop in air quality across the region.

GRAP Stage I is the initial phase of emergency measures aimed at tackling rising pollution. It is triggered when AQI enters the ‘Poor’ category and targets emissions from dust, vehicles, and industrial activities.

Key Measures Under GRAP Stage I

Under the reimposed Stage-I, the following restrictions and guidelines are now in force:

  • Construction and demolition sites must implement dust control measures. Sites over 500 sq. meters are required to submit and follow a Dust Management Plan approved by authorities.
  • Burning of garbage, leaves, or other waste materials in open areas is strictly prohibited.
  • Roadside eateries and stalls are banned from using coal or firewood. Only clean fuels such as electricity or gas may be used.
  • Use of diesel gensets is allowed only for emergency or essential services.
  • Vehicles found visibly polluting are subject to penalties or seizure.
  • Traffic police have been directed to manage congestion and ensure drivers switch off engines at red lights.
  • Diesel vehicles older than 10 years and petrol vehicles older than 15 years are not permitted in Delhi.
  • Manufacture, storage, and sale of firecrackers are completely banned across NCR till January 1, 2025.
  • Industries and thermal power plants within 300 km of Delhi will face action if found violating emission norms.

Residents are urged to reduce outdoor exposure, use public transport, and report violations through the Green Delhi App, SAMEER App, or by calling 311. CAQM will continue to monitor pollution levels and may escalate to stricter GRAP stages if necessary.
